The artist's deep love of the Mexican people and the Mexican culture is clearly evident here.<br>Mr. Herman<br>was born in Massachusetts, but grew up in Los Angeles where he learned to speak Spanish and nurtured a great love and respect for his Mexican-American schoolmates and neighbors.<br>During World War II<br>, Mr. Herman was a field correspondent for "Stars and Stripes" and created the character<br>Winnie the WAC<br>for the U.S. Navy. He later created other figures including<br>Elsie the Cow and Reddy Kilowatt.<br>His illustrations were carried in virtually all of the national magazines of his day.<br>The artist was nationally and internationally-known as<br>"<br>The Norman Rockwell of Mexico<br>"<br>because he portrayed the Mexican people in their own culture, doing their normal day-to-day activities as well as at their special times, just as Mr. Rockwell did for the American people. The artist often gave his artwork such<br>whimsical titles as: "Eating Up the Profits"<br>,<br>"<br>Patience Is the Companion of Wisdom<br>"<br>,<br>"A Bellyful Means a Happy Heart",<br>"Two Heads Are Better Th<br>an One", and<br>"Birth of a Tycoon of Manana".<br>The<br>"Heritage" Image<br>was part of the<br>"<br>Many Faces of Mexico Exhibition<br>"<br>that traveled extensively in Mexico and the United States under the sponsorship of<br>both the Mexican and American Governments<br>. In February 1974,<br>American Artist Magazine<br>published its<br>article<br>by Frederic Whitaker,<br>"<br>Vic Herman: Ambassador with a Brush<br>", a name by which Mr. Herman also became known.
