He hopes to someday be captain of his own boat. He wishes to follow in his father's footsteps. The artist's love of the Mexican people and their culture is clearly evident here.<br>Mr. Herman<br>was born in Massachusetts, but grew up in Los Angeles where he learned to speak Spanish and nurtured a great love and respect for his Mexican-American schoolmates and neighbors.<br>During World War II<br>, Mr. Herman was a field correspondent for "Stars and Stripes" and created the character<br>Winnie the WAC<br>for the U.S. Navy. He later created other figures including<br>Elsie the Cow and Reddy Kilowatt.<br>His illustrations were carried in virtually all of the national magazines of his day.<br>Mr. Herman was nationally and internationally-known as<br>"<br>The Norman Rockwell of Mexico<br>"<br>because he portrayed the Mexican people in their own culture, doing their normal day-to-day activities as well as at their special times, just as Mr. Rockwell did for the American people. The artist often gave his artwork such<br>whimsical titles as: "Eating Up the Profits"<br>,<br>"<br>Patience Is the Companion of Wisdom<br>"<br>,<br>"Birth of a Tycoon of Manana", "Two Heads Are Better Th<br>an One", and "A Bellyful Means a Happy Heart"<br>.<br>The<br>"Little Fisherman from Boca Del Rio" Image<br>was part of the<br>"<br>Many Faces of Mexico Exhibition<br>"<br>that traveled extensively in Mexico and the United States under the sponsorship of<br>both the Mexican and American Governments<br>. In February 1974,<br>American Artist Magazine<br>published its<br>article<br>by Frederic Whitaker,<br>"<br>Vic Herman: Ambassador with a Brush<br>", a name by which Mr. Herman also became known.
