    , Mr. Herman exhibits the extent and depth of the pride that the Mexican people have in their heritage and history. The past always impacts and often directly guides the future. The artist presents that past being displayed by a young man to all generations, young and old. His love of his people and culture is clearly evident.
    Mr. Herman
    was born in Massachusetts, but grew up in Los Angeles where he learned to speak Spanish and nurtured a great love and respect for his Mexican-American schoolmates and neighbors.
    During World War II
    , Mr. Herman was a field correspondent for "Stars and Stripes" and created the character
    Winnie the WAC
    for the U.S. Navy. He later created other figures including
    Elsie the Cow and Reddy Kilowatt.
    His illustrations were carried in virtually all of the national magazines of his day.
    The artist was nationally and internationally-known as

    because he portrayed the Mexican people in their own culture, doing their normal day-to-day activities as well as at their special times, just as Mr. Rockwell did for the American people. Mr. Herman often gave his artwork
