    a caballero (a gentleman or perhaps a cowboy), looks outward knowing with pride how important to him, his family, and his people is the land that lies before him. His face is strong and firm. Like citizens of many lands, he knows that his land is well worth the time, effort, and resources needed to preserve and protect it.
    Mr. Herman
    was born in Massachusetts, but grew up in Los Angeles where he learned to speak Spanish and nurtured a great love and respect for his Mexican-American schoolmates and neighbors.
    During World War II
    , Mr. Herman was a field correspondent for "Stars and Stripes" and created the character
    Winnie the WAC
    for the U.S. Navy. He later created other figures including
    Elsie the Cow and Reddy Kilowatt.
    His illustrations were carried in virtually all of the national magazines of his day.
    The artist was nationally and internationally-known as

    because he portrayed the Mexican people in their own culture, doing their normal day-to-day activities as well as at their special times, just as Mr. Rockwell did for the American people. The artist often gave his artwork such

    ", a name by which Mr. Herman also became known. His
