    Union General Gordon Granger is noted as having issued General Order No. 3 on June 19, 1865, in Galveston, Texas, informing residents of, and enforcing, Abraham Lincoln's Emancipation Proclamation which set all Confederate states' slaves free on January 1, 1863. June 19 is now commemorated by the federal holiday of Juneteenth.
